To import package requirement in bulk using an excel spreadsheet while creating 'Invitation to Tender', click on ‘Download Import Sheet’ as highlighted in the first screenshot above and save it to a local folder.

Open the import sheet in MS Excel. Simply follow the step by step instructions mentioned in below link, to prepare data for import:
